The Flint Civic Wind Ensemble was first organized by Donald C. Clough in March of 1966 and was sponsored by the Flint Community Music Association, the parent organization of the Flint Symphony Orchestra at that time. It changed to its present name in 1984.

The FSWE counts among its past conductors Professor George Cavender, Professor Leonard Falcone, Dr. Thomas Tyra, Frank Tamburino, Dr. William Ravelli, James Curnow and James D. Lee.

Mr. Clough, who returned as the organization’s conductor in 1975, became a "Sousa impersonator" after it was suggested that his resemblance to Sousa was close enough "to pull it off". The FSWE Sousa concerts, which are performed about every two or three years, involve much research into the life, times and music of the "March King". The concert today, because of its brevity, does not include all of the elements of a full concert (which includes vocal and instrumental soloists as well as novelty numbers) but nonetheless offers a hint of the kind of concerts directed by John Philip Sousa.
